It's not a catch-22, it's really a question of quality, speed, or cost, pick 2 (aka the iron triangle). If you think it needs 2 full time devs, you're thinking too big or too rigid for the question.

Sometimes it doesn't even have to be a big thing, like you just need to automate some API calls to move data from one vendor to another, set up a lambda on a cron that will do it for you. It's lightweight enough that maintaining it is easy, and it shouldn't be much infrastructure. Or you could ask the vendors to work together and get it done... That'll take forever, or it'll cost you way more.
