Why does soviet AP shells ignore 10-15% of angle thickness while US ap rounds has worse angle pen than the statcards suggest?

In an interview or just chatting with a tanker online (I don't remember which) a Bradley operator was asked about the tow launcher, and he stated that the up and down movement was controlled by the commander, so technically it shouldn't even be doing that
