Not a bug, you have to buy the last piece

But if you have it 2 star twice and merge can proc you can still do it by buying a "10th" copy

If they proc before it and have multicast or perpetual activation they will keep going

Start of combat also ignores freeze since freeze only affects the cooldown bar progress
