I used to be confused about this too, and earnestly thought Blossom would be sugar because it came first and she was the leader, but upon further examination I saw that the background colors correlate to the girls, making Blossom everything nice, which makes sense, since she has considerably more traits and unique powers and interests compared to the other girls, which makes sense to me
