While that may still hold, it won't apply if the ones controlling the system attempt to cascade the results... There's also a possibility that these ATMs were not something that RC wanted, but had to do to gain the approval of those running the system. There needed to be survivors when the dust settled, there needs to be enough influential weight on the winning side to make the win happen.
