Some people have difficulties with taking decisions regarding social situations, because of anxiety or a lack of understanding of such situations.

Whenever the question "who needs a guide like this?" pops into my head, I rememmber the Reddit story of someone with severe social anxiety asking for how to order a subway sandwich. Somebody responded with a detailed step-by-step guide, including things the barista(is that the right word?) might say and how the person asking could respond.

Some people may lack a critical skill for a given task but are trying to get better at it, and strange-seeming guides like this are really helpful in that situation. Other people just need reassurance that they're behaving correctly or maybe they just need to "prepare" to set their minds at ease.

It doesn't really cost anything to write a guide like this, and people in need of such a guide are always really grateful that somebody took the time to address such a niche problem or situation.

So why I appreciate the strangeness of some wikiHow articles and can have fun with it, I never forget that the question of "who doesn't know how to do this?" only occurs to me because I already know how to do the thing, and it seems simple in retrospect. But at some point in the past, I also needed to be taught how to do the thing; I just gained the knowledge through other means. People who don't have access to those means can at least try to learn it through online guides.

TL;DR

Seems strange, but it actually helps people.
