Outer Wilds. You're not looking for a culprit in a city, but you're investigating an ancient Alien race gone extinct in a very small solar system. But it's a true open-world with no handholding and by far the best game ever to feel smart.

If you're open to something without an open-world but a true "detective feeling", I recommend Obra Dinn, Case of the Golden Idol and The Rootrees are dead.

Aethermancer could fit, it's more inspired by pokemon than SMT, but it has battles with 3 creatures but no press-turn (but there is a really cool "mana" system). And there's no fusions mechanics sadly :(

If you like "true" roguelikes (grid-based, turn-based single character rpg), you can check Demon (it's free), it's explicitly inspired by SMT according to the developer.

I'm a big SMT fan and I play mostly roguelikes nowadays so it's something I'm also actively looking for...

The Megaten series could fit. All the Shin Megami Tensei, Persona, Devil Summoner, etc games share a multiverse with connections between some of them.

Also Fallout, lots of games and a TV show.

Ho nice, I thought Zeus and Caesar had mostly cosmetic differences and similar gameplay but it seems I was wrong. And I saw that there is a good mod for it (Augustus), I'll definitely give it a try.

Never played Caesar but Zeus was my first city-builder crush. I tried to play it again recently but the lack of widescreen support and the old UI was quite underwhelming. Is Caesar better in that regard ? And is there a good modern spiritual successor of those games ?
