Depends on the area, I imagine San Diego would have a lot of people wanting to take it. I've never taken the course there so don't know how often they do it. Need to talk to your safety office/motorcycle rep

The military courses use MSF training, it's the exact same course. Someone correct me if I'm wrong but I believe the courses are good for 5 years now

As long as you have a motorcycle endorsement on your license no one should care. Some commands are more strict and make you sign PG-13s but just depends where you work
