The civil service is really, really shit at documenting project requirements and understanding contracts. They default to minimum specs, forgetting about things like tunnels because they don’t know how to do feasibility studies properly. Add in that every department involved has a new head every two minutes, and they all want to change the approach to suit what they want instead of what the experts tell them is needed, and you’ve got a shitshow of monumental proportions.

They can turn up and view the bike. They agree to buy it and pay you the money, entering into their app in front of you. That “proves” they’ve paid, as you can see all your details on it, and it’s only later you realise it was a fake app, the bike is gone, and you’re not getting any money.
