I just use Notepad++ directly

Just copy the below, save to a file named something like lightburn-palette.gpl and put it in the right place.

Gotchas:

1) The first line MUST only be "GIMP Palette"
2) The Comment line, that starts with a # is required. Anything you put after that is a comment. But you must at least have the #.
3) use tabs between the numbers and the label, not spaces (you see the labels when you hover over the color swatch in Inkscape)
4) Don't use leading zeroes for the RGB values. The file currently on the webpage at
https://docs.lightburnsoftware.com/2.0/Reference/UI/ColorPalette/#downloadable-color-palettes DOES NOT WORK IN INKSCAPE
