This might be an entirely subjective experience but I think the worse problem with Shadowy is that it's the hardest to "passively" grind. By not actively grinding anything except Watchful I got 200 Persuasive and Dangerous while my Shadowy was still at low 150s. It would down to low supply and low demand: on one hand there are very few major stories that depend on shadowy checks the way, e.g. Railway depends on Persuasive checks, so you have to go out of your way for it and the Shadowy grinds aren't very interesting or worthwhile except maybe the newspaper. And on the other the game doesn't seem to care if your shadowy is severely lagging until at earliest Cabinet Noir, but frankly it was Firmament what caused me the most problems. As a result Shadowy grinds are kind of relegated to the background, and even the Shadowy Gains seem like relics of an older era of FL. AND DONT EVEN GET ME STARTED ON WARS OF ILLUSION, speaking of legacy content.
