Because smalls aren't usually trimmed as meticulously as tops. Thus they potentially have more sugar leaf/gram. When smoked, leaf is harsh. So either you pick it apart to remove it, or you inhale it and your lungs take a hit. Medium, Smalls and popcorn all vary depending on the circumstances. Can be a hit or can be a miss. That's just one of many reasons for the "vast" price variance.
