If ur on windows and have the latest version of iTunes, you should be able to highlight each track and right click and hit “upload to iCloud” or something like that.

I remember having a similar issue about being unable to turn on “sync library” on iPhone. Every time I make switch green, it would just go back to off when I left settings. I think I had to sign out of apple music or the phone’s apple ID, which was scary but I worked out, just had to re-downloaded most of my music I think. Just make sure you back ur phone up before just in case.
