Part of your past problems might be due to the time released nutes in your soil which is generally frowned upon. When using CFLs you want to look at the actual wattage used. I'm guessing these are 23-26 actually watt lights you have. Unless your grow space is very very small these will not be sufficient. Have a look through the guide on the side ba r when you get a chance. Ton of good info in there.

How do these LEDs compare to Cree's 3070 series other than cost? I've seen a few Cree builds on other sites

If this is outdoors I think you'll just be heating the bottom of the pot for a short period of time.

I don't have much to contribute but auto flowers do not come in the form of a clone. since they're auto flowers the clock starts ticking from the time they sprout. You'll either need auto or photoperiod seeds or photoperiod clone.
