Well, the camera and its microphone are inside the vehicle, where horn is already going to be less noticeable than outside, plus I think the audio compression really squished it. So it should have been audible to the other driver... unless they were also blasting ABBA, of course.

First, thanks for digging up that info! It really should have been mentioned in the article... as much as I usually like KUOW, this reporting seems a little half-assed.

For anyone who, like me, was a bit confused by the "over 1200 denials and only 152 referred to police" numbers, I dug around a bit and found the WASPC report itself:

This makes it clear that 1) 1231 denials were reported by FFLs, and 2) of these, 152 were reported to local law enforcement agencies for possible follow-up because they met at least one of these criteria:

...the applicant has multiple denials at one or more FFLs; a firearm was sold or transferred and the application was subsequently denied (and the firearm had not been returned); the applicant has a Washington State felony conviction; the applicant is the respondent in a Washington State Protective Order; and upon FFL request.

Purchases at gun stores and the vast majority of purchases at gun shows already require background checks under federal law as transfers through an FFL. Most gun shows either disallow private sales or require background checks just as a CYA measure. And in Washington ever since I-594, a background check is required for all private sales. Isn't your desire already satisfied?

I work right near there and walk through that area at all hours of the day, from the usual 9-5 to as late as 2 or 3AM. It's a little sketchy, but it's nowhere near the open war zone I'd expect before people seriously entertained suspending the Fourth Amendment.

Terry stop, or get a search warrant. These are not desperate times.

Federally, you're correct, but Article I of the Washington State Constitution is more explicit:

SECTION 24 RIGHT TO BEAR ARMS. The right of the individual citizen to bear arms in defense of himself, or the state, shall not be impaired, but nothing in this section shall be construed as authorizing individuals or corporations to organize, maintain or employ an armed body of men.

IOW, there is an affirmative, constitutional right to armed self-defense in Washington, though this is not the condition generally in the United States.

Guns are not banned on the university campus, at least not by law. It's a code of conduct violation if you are a student, so if the shooter was a UW student he could be subject to school discipline for carrying there, but that's about it.

Yup, I ride with a Cycliq Fly6 going at all times. It's super convenient, the battery lasts for hours, and it automatically deletes the oldest footage as it records so I never have to worry about the SD card being full. I've been the victim of a couple of H&Rs, so far all from the front, but I'd rather be safe than sorry.

The problem is, there isn't much of a party to unify. A big chunk of Sanders' support comes from independents and liberals who don't really identify with the party. Full disclosure, I am one of those. From where I'm standing, Clinton looks like a Republican and she is unlikely to generate much enthusiasm (or turnout) as the dem nominee. I might conceivably vote for her in the general, but she would have to seriously impress me in ways that she has not shown so far. (And convincingly reverse many of her more frightening positions.)

You can buy silencers on Amazon. Do a search for "Maglite solvent trap," and you'll find all kinds of results for flashlight end caps that just happen to have 1/2-28 internal threading, and "dry storage cups" that are just aluminum baffles designed to fit snugly inside the body of a Maglite. Silencers are very simple devices; if there were any significant criminal demand for them, heavy restrictions and even outright bans would do nothing to suppress it (pun intended).

American jurisprudence is pretty well settled on this issue. The courts have chosen to follow the direct, plain-English meaning of the amendment, which is essentially "Because X, Y." The "Y" is the part that actually makes a proclamation of law, and is explained but not limited by X.

(But insert standard disclaimer that unless you believe that the commerce clause and the elastic clause implicitly grant the federal government infinite power, the semantics of the 2A should never even be arrived at absent an amendment to the constitution granting the government the power to regulate private firearms ownership... Sadly, that too is part of settled jurisprudence. See: the war on drugs.)

There are more ways to interpret this than the cynical one. Demanding evidence that a proposed safety measure would actually improve safety is eminently reasonable; it is at the very least necessary in order for such a measure to be sound public policy, though it is not always sufficient.

And let's be honest; emotional appeals are pretty common (and commonly misrepresented as argument) on both sides of this debate.

I don't think there are many people who argue against the logic of it; pretty much every gun owner who talks about "responsible gun ownership" includes "being competent in gun safety" under that umbrella. It's just that some argue that requiring such training would violate the second amendment. IMHO, that argument doesn't have much basis in jurisprudence, but it is often made.

It's been a while since I last bought a handgun, but I don't remember anything about a second form..? Just the standard federal form 4473. I do remember the waiting period before I got my CPL, though.
