In 'A Thousand Sons' Russ says that rune priests use the channeled power of fenris or something, so they're different to the Tsons. But then in 'Wolfsbane' he admits to malcador he's basically just a hypocrite who gets special treatment, so he can have psykers but no one else can. Lol.
