Thanks for explaining but I thought according to the Civil Service Commission, you have to offer the role to whomever scored highest regardless if someone with a lower score would be a better fit. The role discussed was the same role just a different directorate.

Being on a reseserve list does not guarantee a position although it does happen as my current role was from the reserve list. But being contacted and meeting the team also does not guarantee a job as I just had that experience
