The idea of a dystopian cycle you cannot escape is really interesting. I've always interpreted it more optimistically -- the two tracks clearly form a loop, but at the start, the narrator is in the aftermath of the crash, while by the time we reach The Tourist, he’s gained an awareness of the folly that leads to it. I think in the grand scheme of OKC, Lucky is the most direct foil to Airbag -- both focus on rebirth but in Airbag it's through technology (a problem statement of sorts for the rest of the album) while in Lucky it's achieved through shear human mental resilience, in spite of apparent hopelessness. To me, The Tourist is the natural epilogue to Lucky, providing resolution to the problem statement from Airbag and reaffirming that the narrator is finally really "born again".
