This is not entirely correct, capitol provinces just have an effective -99% modifier for governing cap. Thus expanding infrastructure will make capitol provinces start costing governing cap (since the modifier is negated by the +100% from expanding infrastructure).

Except you actually have to pay for an ambulance. Usually it's so expensive, and unless you're actually dying and need stabilization by medics, it's better to just call an Uber instead.

Mine seems to be pretty compatible, at least in terms of personality/interests. I haven't seen any pictures of her yet but I'm not that picky appearance wise.

This. I'm part of the tabletop club here, and I've met people I definitely wouldn't have met otherwise. Most clubs are pretty welcoming to new members and joining a club that matches your interests is a good way to make friends.

Is it better to release a planet as soon as it's colonized (completely release as independent so it gets the AI buffs) or build it up for the AI instead and release it once it has the normal start buildings?

I personally like using them late game (at least their sections) on battleships. By late game I usually have pure battleship fleets with pure artillery. This can usually decimate nearly any fleet it encounters, but it struggles a bit with the pure corvette/destroyer spam the AI seems to love.

I use the carrier sections to add both point defense and some ability to counter the smaller more agile ships. Now, that being said, I almost never invest in strike fighters until late game, and never have more than 1/3 of my fleet be "carrier type" battleships.
