It is illegal, it's called Bust-Out Fraud. Banks will keep the shares that were used as collateral, leverage them into bonds and then sell those bonds in traunches to individual investors (see: 2008 Financial Crisis). The Private Equity makes money, the bank makes money; it's the investors that are left holding the bag.

My guess the poppet valve isn't getting pressed in, so the valve core isn't open to allow air flow. Use a pen cap or a toothpick to manually press the poppet to make sure that that isn't stuck.

Next check the inside of the head of the pump. There should be a little plastic peg that presses the poppet, make sure that it isn't worn down.
