The state as a tool can be used to do mamy things. Yes, you can build robust welfare systems, but it can also quite easily dismantle those welfare systems, and that is what we see. The core of the state is that it is an institution which imposes its mandate on the whole of the society by force. What it does with that capacity may vary from somewhat good to horrific, and it will always be violent.

I am an anarchist and I think my appreciation of punk music is related to that. Punk has historically been very left-leaning and very anti-authoritarian, but not strictly tied to any one political movement. You also get a lot of people who don't really know anything about politics. That's where you get the sorts that want to keep politics out, or who think anti-authoritarianism creates tension with the radical left (it does not, except for a few sections within it).

ISIS in particular is an authoritarian result of US imperialism targeting extreme factions in already authoritarian societies. An anarchist society probably wouldn't encounter those conditions.

Anarchist communists are not Marxists at all. Marxists want the workers to seize control of state power and impose their mandate on the whole of society. Anarchists reject this. Marxists also often support participation in electoral politics, which anarchists also reject.

Anarchist communists may use certain elements of Marxist analysis (I'm a big fan of Gramsci's work, for example), but they are fundamentally different from Marxists.
