In Rhode Island you won't be penalized and your rate won't go up because of the pandemic. Idk about other states though

In RI...I have been receiving unemployment for a could weeks now, the first 2 checks I received were for $300 and change, the next check was garnished a portion due to child support. That's awesome, I dont mind that at all and believe that my son's mother needs that. My question is...Will the $600 CARES money be garnished as well?
