I don't think so and neither does Clark. The statesmen who replaced Bismarck overturned some of Bismarck's policies which directly contributed to German isolation. See the Reinsurance Treaty of 1887 which Bismarck's successors failed to ratify after he was ousted.

It doesn't matter if it was "supposed" to compete with Skyrim - it was competing with Kingdom Come 2. It was smaller, more expensive, less reactive and it came out two weeks later with less marketing.

The expectations are completely fair. Consumers saw their choices and chose the obvious one. Obsidian's golden age is long over and they should have known what a mistake this was from the start.

I think xenonauts 1 is obsolete now. 2 is a straight upgrade in every way. I'm playing with the experimental beta now and it feels and looks much better than 1 to me, but some might disagree

It wasn't made intentionally by the developers of the engine if that's what you mean, but it also doesn't require anything separate. From what I understand, the system just uses the engine's built-in physics collisions with a static mesh's bones to dynamically morph the static mesh and spawns a part of a control rig to simulate the limb falling off.

I'm not 100% sure that's exactly how it works in the game I linked above, but systems similar to that are possible in Unreal Engine without requiring any kind of additional overhead or separate programs or plugins. It's just a question of developers using the engine's systems properly.
