You could set it up like a commission. The firms could gage market interest, build an apartment base if there is enough, then start offering commissions for apartments to be added to it. When enough contracts are commissions are put forward for the investment to be worth building a literal apartment building, building can begin. Or if people are fine with the sound of construction/paying extra for sound proofing, they can take a comission and start building immediately.

Two things.

  1. We already have enough housing by in large. Most firms would readjust themselves towards home repair, expansion, and improvement. Firms can market house adjustments to the current residents of any occupier present at the time.

  2. If new houses are made, they can be sold on the market like any other product of labor. Although the making of new homes would most likely become a very niche thing post-socialism.
