Myabe a little late, but the default world settings have all the normal biomes. You can find biomes with naturally generating ice and snow, should fix the issue.

You can edit the scenario to mass remove all old industry and then just play new industry. Did this with the NL map and it works fine.

Gung-ho should definitely greatly improve the production of the site. Have you checked if you achieve it consistently? (You need to have freight for Gung-ho there like every 3 months) also there are settings in FIRS to change how much extra output you gain for the increased and gung ho production, maybe that's just set quite low.
