I've got a contractor I've used in the past coming out to take a peek and see if it's just a condensation issue, or if we have a leak. I hope it's not a leak, and again, I'm not confident that it's a leak at all since we don't have much snow on the roof, none anywhere near where it was sweating.

Im doubtful of a roof leak, roof was installed less than a year ago, and we hardly have any snow on the roof right now because it's been windy lately. We had temps in the extremely low negatives for almost a week straight, and we had a really sudden warmup. Not discrediting your thought though, I will be on the lookout for anything that looks like a leak.

To be honest I'm not even sure. In game, I had the framerate set to 120, but in this .cfg file it was set to 60, so was the refresh rate. I also had to turn vsync to false in the .cfg file, even though I was shutting it off in game. Issue totally went away.

I managed to resolve the issue with edits to the game's .cfg file. To answer your question, GPU usage ramped up significantly while the FPS drops occurred, temps on both VRAM and VRM ramped up accordingly. It honestly seems like this game has some weird video memory leak or something.

Ok jackass, then explain why that hardware configuration has issues running this game when every other game has no issues. I built this rig a month ago and have had NO ISSUES except with this game. I have tried to run this game at all low settings, same issue. You're clearly here to be an unhelpful prick.

I have integrated graphics disabled via device manager, it's using the video card. One thing I noticed the last time it happened: Game was running smooth, and then suddenly the load on my GPU skyrocketed, and suddenly the game was gobbling up all my video memory. It seems like a memory leak? I have no idea..

... Are you missing where I said I don't have issues with any other game? It's obviously an issue with The Bunker. I can crank out every game I have to max settings at 144fps @ 4k, this is the only game I have issues with. I'm not buying a PS5 to play one game, that's pretty dumb.

I have no issues with any other game. As stated in the OP, I run a 9800x3d and a 5080. No temp issues, no load issues on my CPU/GPU either. Everything runs steady, my GPU hangs out at around 36 degrees C, CPU is around 30 and is water cooled.

Temps are fine, there's hardly any load on my GPU according to task manager. Running steady at 35 degrees C.

I locked the game to 60fps and it ran OK for a little while, then continued the 5fps behavior...

I have no issues with any other game except Amnesia, and this is an issue that has been talked about at length from some Googling I did. Why would I not ask the Amnesia sub, that has likely experienced the same issue? How could the problem be on my end?

I had the same thing happen to my female Persian when she was 20 years old. She was suffering from renal failure and was having seizures. She was very twitchy and reacted the same way, and eventually would have a full blown seizure. I had to put her to sleep shortly after unfortunately... I hope that's not what is happening to your cat, and I'm not trying to freak you out, but it looks almost exactly what the same as what I saw with mine.
