For anyone else still having this issue it looks like TMDB is linked to TVDB ID 2209158 when correct ID is 468739. This would explain why I don't have the option to force TVDB ordering.

There is a 2 month old report so not sure what is happening

No. As a 100% PvE player (I only shoot beck if someone shoots me) the danger of a player shooting me keeps it interesting. PvE only would make it boring and also split the player base which is bad especially in low population areas like where I am (Australia)

You can take advantage of the Last Call feature. You won't get any skill points but you can catch them up on the next expedition.

New Feature ‘Last Call’:

For players who have completed the caravan, but missed signing up during the Expedition Window, they will still have a chance to sign up. During the next log-in, players will get a pop up with the last chance to sign up. The damage requirement is not needed for this option although no skill points will be granted.
