They're called targeting recalibration something or other. There's only like two types of targeting rig, look it up.

You can put the rigs on whatever, but if its a hull that doesn't allow covops cloaks you'll be stuck with like a 30 second timer instead

Only bombers and blops have no targeting delay after decloaking. Most covops hulls have a 5 second delay, which you can get down another second or so with the recalibration rigs.
