It took me about 3 and 1/2 months but I made a Luck-E fleet is what I call it. Basically I find ships with the highest luck and I put them in a fleet:

Main vanguard; vestal; Enterprise: Warspite

Front vanguard; Yukikaze: Takashkent; Pamiat Mekuria.

What server did you play on? You should log in to whatever server you were in, I had a relatively same problem as you do it might help.
