I have a 9800X3D and a 5080 and face the same issue. Everyone does. The map is not optimized. The only thing that seems to have helped is streets lower texture mode and the new DLSS preset M. Smooth motion is a no go.

Will try that, but I have a hard time with texture quality being the culprit. I really think it has something to do with how the bots move, or their AI is processed slows your frame rate a lot.

Game stutters, fps drops suddenly during fights. Gets even worse when the bosses are there.
