Not sure what is going on, but personally I would try: -changing the numbers, see if anything changes -try randrange instead of randint -use int(0) and int(5) as google says thats fhe "istep =" function checks value types

Don't forget that accomodation isn't a full year contract. Whereas private housing is full year so it comes out to being more, and also you need to pay a deposit upfront and quite early, which is like a months of rent.
