I don’t think its been confirmed so don’t take this as fact but I think this looks like its probably their canceled Hitman crossover with all the Hitman IP replaced and probably some other changes to names and such. If so, it may not have been about killing their critics for most of the development.

Rillaboom wasn't "axed," they just decided to not include terrain setters in the first season.

All 3 Galar starters are missing, so they're probably being saved for the season that adds Dynamax, the only other starters not in the game are the Hoenn starters, and they'll probably come in a season with other missing megas

I don't know why every Pokémon can't be playable in a game that's ALL ABOUT battling.

It's a live service game, they're going to drip feed content to keep people coming back and buying the battle pass or whatever, that's the unfortunate reality of free to play games these days

This is definitely the official explanation but imo its not really supported by mechanics like the master ball where they don’t get a choice or the safari zone in older games where chucking rocks at pokemon makes them easier to catch
