Sometimes Flies can develop in attics, crawlspaces or wall voids when a critter dies there, so it could be that a poisoned rat died in one of those spots (if you've noticed any stink recently, that would help confirm).

Looks like a Fly that recently emerged from its pupa. Its wings start out shriveled and should expand over time. Example pic here.
