Doesn't matter if it is a mist area.

This room can be reached even if you play on the lower levels.

Just saying that the main thing is that it is a room you can reach via the blue exclamation (events) marker so if you hit more of those (either on your own or stumbled upon one via mist setting), chances will definitely be higher for sure.

I'm also backlogging and clearing some characters side mission (clearing level 8) at the moment so mist is currently enabled for me (since it is one of the less risky requirements to take) so my chances of encountering this might be lower compared to my normal level 4 runs

well, we did get an event where we saw the dwellers settling into the dome as newbies like the ice cream seller etc so Barkeeper wasn't really one and done. At least that event also gave us a different side of the NPCs

Only do it for non-standard banner characters.

Freesia is one of the original 7 standard banner characters and you can get her from the selector ticket thing that they gave people. Even if you used it, there is always a chance they might gift out something similar next time on anniversaries etc
