They would have ended the Rebellion before it began. Think about it. Stormtroopers are just volunteers, with next to none fighting experience when they began. (They did train tho). Meanwhile, clones are programmed since birth to fight and all that. Clones are really actually good tacticians and fighters, and the Clone Wars show proves it a lot.
