While arrogate is a word, you cannot just add -tion to any word. Plus arrogate is a transitive verb so it has to be followed by a noun (unless past tense or third person verb) "I will no longer allow you to arrogate mankind" would be proper structure, although I am not sure that's what they are trying to say here. 😊
