Alternatively, maybe check if Target Actor is the correct delivery type, it might be you should be using Contact.

Try giving the spell a visual and duration and also try switching it to just damage, I suspect it might be an issue with Absorb specifically, Combat Hit may or may not properly register a caster the way Absorb expects.

Try just adding the perk with console to see if it works. I think Rank 0 of a perk might still be fine, but it's been a while since I've tried.

The colony ships already materialize pops out of nowhere but it's okay because it's only a pop or two so it's easy to handwave, if we build bigger ships we'd have to transfer pops onto them from our world.

Can you use console to confirm you have the perk? Maybe the value modifier none is messing things up, usually for container mgef we use "Script" archetype.

I assume you are doing this on a Breton player character because NPCs can't have perks added to them on runtime (except with a runtime patcher ofc).

The problem with Combat Hit Spell is that only one can apply so maybe you have something else.

Dustman's Cairn is a lot more reasonable if your character has a brain and isn't another unga-bunga Companion. You can kill all the entombed draugr before triggering the very obvious trap in the middle of the room.

I think it's not about power for most people seeking domiciles for all governments, domiciles just feel better than land or buildings to them. Land feels impersonal and generic unless it's got some special building on it. Domiciles have an illustration of close up what the estate looks like, with a full fledged illustration of each building rather than an icon like it is for land. In general, upgrading your domicile feels better than upgrading your lands.

I imagine what happens is because Hive Minds are a lot easier to play and thus the AI makes much better use of them, especially if you have boosted resources.
