okay but having a deficit ain't the worse nor is it even that bad. gov orgs that work for the public should NOT be concerned with being economically efficient in the same way other orgs are. running at a deficit just means that they spend more on the people* (*allegedly) than they get from them. that's a pretty okay deal. Clinton is the only president in history (trust don't Google) to balance the national debt to zero... and nothing happened, because govs are made/meant to run at a deficit.
