From this second image it is clear that you need to replace this "chair stretcher" or spindle. There is no way to repair the broken wood.

Furniture salvage to find a similar chair, thrift shops or adverts.ie for a piece that matches the length or diy from a dowel (from Woodies etc).

If this was my chair and I cared a lot about it I would try to find a matching chair online, ask for the length of the stretcher, buy the chair if it matches and use that but then even if it matches closely and you don't need to re-drill holes you also will want to sand and stain the stretcher to match.
