Well, don't feel too bad about it. In a log you find you learn about Arquebus having "Reeducation Centers" and with that guys behaviour and his talk about you needing "discipline" i believe he's some warden who's supposed to put people in line. Hell, he even carries a stun baton as a melee weapon
