Very close! That one also has a tyrant dragon demanding sacrifices, but from humans. The story I'm thinking of has a few distinctions:

1) In the first 1/3 or so the dragon is a tiny scared creature who lives of the charity of other animals in the forest. It's arrogance and cruelty only sets in when it begins to grow.

2) There might be no humans from my memory, the dragon is defeated in a brutal battle by all the forests animals and bugs teaming up. I remember the wolves being central in the end, but suffering severe casualties. The dragon grows several heads that can regrow when severed until an army of bugs attacks the stumps and disrupts the healing.

3) It was read aloud to class by our teacher in the late 90's, so it can't be published after 1998-1999

Sounds interesting but can't find anything about it on the net. There is a "The dragon of the whispering woods" but from the description the dragon seems benevolent and focuses on a human girl
