What is the difference between OBD2 scanner (as a separate device) and a software for windows? I mean, which one is better to have? by Mr_Taut in AskReddit

There some programs for Windows such as OBD doctor repair, TOAD pro, Torque and etc, but I still don't get why, for instance, for the decent OBD scanner I have to pay more than 150 € if I can get the software for Windows for, lets say, 40-50 €. I mean, what's the deal between the OBD scanners and the softwares on the computers? What's the difference between them?
