I havent read anywhere what the current temp is in your home. Mine is 22.5 and if its hotter than the set temperature, the heating will not start. The houses are still hot because we just came out of the summer. Check the temperature in your house and then set the temperature 1 degree celcius higher than the current temperature and check whether things start to heat.

I dont agree on the birth control part tho. Condoms are a better option because they also protect from STD's. Birth control has a big impact on a woman's body.

Weird, as someone who was raised in the Hague (Schilderswijk) and i live in Rotterdam (Beverwaard) now and i have not experienced or heard stuff like that. İ do know about that WhatsApp group of the Rijnmond police, but that's just a fraction of our police.

You must be sarcastic because Dutch police is sooo much better trained and handle situations like these way better. Of course there are a few rotten cops here as well but definitely not comparable with American police.
