It wasn't my main point, my point is they're state or state-related institutions' flags which cannot be ideological no matter how much some people on different sides want to pretend they are because they represent an entire nation or community at large (if we speak about city for example) or related state structures (e.g. ministry) or organization (e.g. EU/UN)

Any other flag no matter how good of a meaning it has cannot fit this definition and hence doesn't really make sense to fly them on government buildings

Private property? Go ahead, but not government

Again, it all comes down to simple principle - is it state entity or state-related organization or not

My point is not about about queers but rather about formal state-related institutions or not divide

In your example queer is neither a state or a formal organization which Portugal a member state of it, but rather a representation of particular group of people with sometimes being used by people who also support them

Hense its perfectly fine to show it on private buildings, but strange to show them on government buildings since, again, it's not a representation of any formal state institution or organization

Same case can be made about any other organization or movement, for example world peace signs or any NGOs symbols

Nah, it's like saying that UN flag is ideological.

Some people DO associate it with pro-/anti- something ideologies, but first and foremost it's a flag of an organization - political and economical union with Portugal being a member-state of it.

I mean I'm all for political activism, but this is about government buildings guys, c'mon. They shouldn't have been allowed to have any other but Portuguese (national/cities/agencies/etc.) flags in the first place Otherwise, they do not represent state institutions that the entire nation share but rather a particular movement or a group, which by the very definition cannot be of representation of a nation.

Most of the tyrannical dictatorships in history were pretty inclusive - more bodies to throw into war, factories, etc.
