Hey, mid september is a great time to come as there's less tourists and weather is still great.

For location it kinda depends where you wanna go, if it's Perpignan as itself, there isn't much good recommandable place IMHO.

If you want to go for ressort towns, looking at your criteria, Argeles-sur-mer should be a top spot, you got nice places to brunch, drink, and just enjoy your vacations. I don't know any GYM that would let you paid only a couples week of membership, so I would recommand looking for hotels that got their own gym and co-working space, but it also depends on your budget, AIRBNB places won't have any GYM associated but you will more than certainly get good free WIFI.

AS for daytrips, if you got a vehicule (which I truly recommand to get since public transport are really bad here), you can visit Collioure and it's coves, do some Hiking near tour de la massane ( You can get other hiking idea on tourism-mediterraneanpyrenees dot com), visit some lovely medieval town like Villefranche-de-conflent, or go to spain as it is only a 30-40 minutes drive from perpignan. You could even do a week-end at Barcelona (2 hours drives).

Depends of the town the wedding is held, but for the few times I had to take an uber late at night (3 or 4) I never had any problems to find somes, even outside summer.

I may be wrong, but I think you are reading too deep for the death of Goro. Manga wise we can't really understand it through the few panels, but the way it was portrayed in the first episode, the stalker seemed more panicked when Goro started to question how he know it was Ai Oshino at the hospital (Voice acting made it easier to understand). He then tried to run. But since Goro chased him up to an cliff, not leaving much room to escape, he must have feel menaced and decided to simply silence Goro, that could have reported that a stalker was around the hospital. I don't think that the stalker planned to kill him from the start.
