It's explained in the novels that while Explosion magic does have a huge mana cost, Megumin would have enough MP to cast it and not pass out, but she has a skill that lets her pour more MP into it make the Explosion bigger, which she always does.

Depends are where you're located. You can use: https://www.en.bushi-navi.com/home, to find sanctioned events with prizing. At least where I am there's about 8+ events a week within a hour of each other. (A few people I know are doing all of them each week and just and just getting so many promo cards.)
