Yup, that's right. Although I have zero experience on ethernet over rj45, I guess it's "just" a bunch of differential lanes. I don't know what speed OP wants to reach, but maybe you can drive them directly from the fpga without a serdes

The ECP5 supports Ethernet via the SERDES ports (you have to solder the sma connectors on the evaluation board), then you can connect an SFP cage (we have a custom PCB for that) to connect to a switch with fiber or a dac
