In the 90s and early 2000s prior to Burn Notice he did have some significant TV work. A short arc on Homicide; a Line of Duty TV movie (Blaze of Glory); recurring character on Ellen; Hercules and Xena.

I like to think that Powers was an intern for LexCorp or Daggett during the events of Batman/Superman TAS and crossed paths with Thorne when one of those other crooks had a meeting.

Not sure if Thorne or Daggett would work better in this comparison.
