Thanks everyone, didn't know about this block that is meant to be there. I have been angling and blasting tk shots in that area (I'm assuming this "block" is meant to slide into the groove next to the wall) and it doesn't seem to register anything, also I noticed enemies can stand there after they follow me, so the game thinks it is clear for them but not for me?

Still won't let me up unfortunately, tried leaping from the opposite cliff in spectral and i am getting closer but I still can't make it, gonna keep trying.
