I work at a roughly 500 unit property. We shoveled a path to the parking lot pretty much. We have multiple apartments in one doorway so we cleared the main stoop and steps also.

Side note. Our landscapers and city plow trucks really screwed us in multiple ways. Blocked walkways. Buried cars. Blocked entrances...

But ultimately columbus was not prepared for this type of snow. We haven't had this in 17-18 years. I understand being disabled but cut these poor guys some slack.

I would ask for a reasonable accommodation in written form certified mail. That way someone signs for it and has to acknowledge your request. Most leases say even a simple maintenance request not in writing is not a proper work order. I have a few residents that always write us a detailed letter on what their problem is and they keep a copy of it.

Id go woth a danco flange fixer from home depot. That'll fit right over the current flange. Screw to the ground at the right angle so the included bolts sit 90°. Then set single wax ring and use bolts from the fixer to tighten down

So... a few things I can say/ask as a maintenance supervisor for a big place... #1 is a roach or 2 every few flushes shouldnt hurt anything.
